WASHINGTON – American Wood Council (AWC) President and CEO Robert Glowinski issued the following statement following the U.S. Supreme Court’s decision to stay the Clean Power Plan (CPP). “The Clean Power Plan is an overreach of EPA’s authority. AWC and the wood products industry are encouraged that the U.S. Supreme Court has stayed the CPP until the pending litigation has the opportunity to be fully heard and decided.”

WASHINGTON – American Wood Council (AWC) Vice President, Government Affairs Sarah Dodge has issued the following statement regarding today’s passage of the biomass amendment to the Senate Energy Bill (S. 2012), which was led by Sens. Susan Collins, Angus King and Amy Klobuchar. The amendment would require the Secretaries of Energy and Agriculture and the Administrator of the Environmental Protection Agency (EPA) to jointly ensure that federal policy relating to forest bioenergy: (1) is consistent across all departments and agencies; and (2) recognizes the full benefits of the use of forest biomass for energy, conservation and responsible forest management. “Renewable energy policies treat sustainably-managed biomass energy as carbon neutral, but current policies – particularly under EPA – fail to distinguish biomass energy carbon emissions from fossil fuel emissions. Wood products facilities use all parts of the raw material not only in the manufacture of products used in everyday life, but also generate most of the energy needed to do so without producing CO2 that wouldn’t have otherwise been released to the atmosphere. “Our nation’s public policies should be aligned and recognize our industry’s unique biomass use as carbon neutral and as part of the sustainable carbon cycle. We thank Senator Collins for her leadership on this amendment.”


WASHINGTON – American Wood Council (AWC) President and CEO Robert Glowinski and American Forest & Paper Association (AF&PA) President and CEO Donna Harman have issued the following statements after filing joint comments requesting the U.S. Environmental Protection Agency’s (EPA) recognize the benefits of biomass as a fuel source in its Clean Power Plan (CPP) federal plan and model carbon trading rules. Robert Glowinski, President and CEO, AWC: “The greenhouse gas reduction benefits of using biomass manufacturing residuals for energy by the wood products industry are equivalent to removing the emissions of approximately 4.6 million cars from the road each year. Carbon neutral biomass should explicitly be included as a compliance option in the final Federal Plan and model rules to ensure that EPA and states can consider biomass energy to meet their greenhouse gas reduction goals. Moreover, EPA needs to fully recognize the carbon neutrality of biomass energy across their regulations.” Donna Harman, President and CEO, AF&PA: “EPA’s federal plan and model rules should provide for least-costly implementation possible to ratepayers and the economy, including recognizing the climate benefits of biomass energy. EPA needs to provide more certainty to biomass as a fuel. For example, the agency should list pre-approved qualified biomass fuels so that states know which options are on the table for CPP compliance. Our industry relies on forest biomass and manufacturing residuals in a variety of forms to generate about two-thirds of the energy we need to operate; failure to explicitly list these materials as good sources of energy will result in inefficiencies and unnecessary waste.”

WASHINGTON – American Wood Council (AWC) President and CEO Robert Glowinski has issued the following statement about the U.S. Environmental Protection Agency’s (EPA) finalization of its Non-Hazardous Secondary Materials (NHSM) rule, which expands the list of materials recognized as “non-waste fuels” to include processed construction and demolition (C&D) wood. “The U.S. Department of Agriculture estimates that there is approximately 1 billion feet of lumber generated from demolished buildings each year. Among other uses for wood products at end of life as highlighted on our new Reuse Wood website, these renewable construction materials can be used to produce biobased energy. “Including C&D materials as non-waste fuels diverts materials from the construction waste stream and reduces the need for landfill space, as well as provides a carbon-neutral source of biomass energy. AWC appreciates the clarity the finalized NHSM rule provides for our industry’s air regulation compliance strategies.”
